Deceased account holders refund

    Does anybody know what is causing the holdup in refunding estates of deceased account holders,
    I as executor to my late relatives estate contacted Irish water once it was announced that refunds would start by late 2017, I was told that it was a simple process to tag my relatives account to mine and both refund cheques would issue to my address, of course this didn't happen, the cheque relating to my account issued December 2017 no sign of the second cheque, so I contacted irish water and was told that my late relatives cheque had been returned to them from his address stating that they had no knowledge of my previous call to them and tagging one account to the other etc,
    on this occasion I was asked had I completed and returned an indemnity form? First I heard of this, they seemed to insist that the original info that I had was incorrect but of course it did not issue from them?
    I downloaded, filled out the form and posted it back to them within 2 days of phone call, about 2 week's later received a call from irish water asking me to confirm who I was and that they had received the letter of indemnity and the cheque would issue shortly, that was a number of months ago, I have contacted them again recently to patiently enquire when and if they will be refunding this money that they are not entitled to keep and the only answer I could get was that their was a whole pile of similar cheques awaiting approval to be sent out,
    Frustrating,
