    Hi, Can someone tell me if a claim that went through PIAB and was declined by the respondent, is the respondent obliged to give reasons for the decline? I hope I have this on the right forum

    No, there's no reason required from a defendant/respondent where they decline to have a matter assessed or decline an assessment.

    A defendant to a personal injuries claim has the right to raise a defence if they believe one (or more) is available to them.

    The reasons for choosing to decline are many and varied, from believing they have a valid exculpatory defence, to believing a court will decide on a lesser award of damages than the PIAB, to believing there is contributory negligence on the part of the plaintiff/claimant etc.
