A witness to an accident

I was a partial witness to a minor car accident today. Basically I was the second car to arrive on the scene and I witnessed the driver of a vehicle stagger out of the car and he retreated back into the house he came out of, he drove out his own driveway infront of an oncoming car which struck him, alcohol was a likely contributing factor.

The oncoming car was a very expensive luxury marque and whilst the damage incurred would be a minor cost on a regular car I'd say it could be €5 - €10k on the luxury marque or more.

I'd know the driver and he has alcohol problems and was already arrested for drink driving last year and why he is still allowed on the road is beyond me as his court case hasn't come up yet is the only answer I can think of. I wouldn't know if he was even insured or not.

I gave my details to the driver as he was not local and left shortly afterwards as I had things to do, not really my problem but at the same time I'd like to see the car taken off the offending driver as he is a danger to himself and everyone else.

Nothing that can be done about the alcohol factor unless the driver was breathalysed on scene.

I once chanced upon the scene of a single vehicle accident where a driver had gone off the road into someone's front wall, and subsequently left the injured passenger in the car and legged it 100 yards to the nearest pub where he apparently ordered a few double whiskeys. Nothing could be done as it couldn't be proven he had alcohol consumed at the time of the accident :(
