I have to replace a washer in one of my kitchen taps and need to cut off the water supply before I try to do this. In the pictures, is it the handle at the top of the pipes or the red ones nearer the tank? TIA

Anne do you have flexible pipes to the tap under the sink?

If so they have a stop on them.

    Cold tap

Stop cock. Could be under sink or in the hot press if you are in an apartment. Could also be under your stairs. It’s usually brass colour with a straight head rather than a red circle head.

Just check there is no water coming out of the kitchen tap when it is open. You will then know it’s safe to work on.

If you have a water meter you can turn it off there too.

    Cold tap

OK, because the pix were of your hot water tank.

The cold should be mains fed. So whenever the water goes off that tap goes off straight away - is that right?

If that's the case, and you don't have another stopcock, then you need to off the mains at the meter.

Take a look at the very top of your water tank.
There should be two pipes connected to the top, usually a white plastic pipe and a thinner copper pipe.
Follow the copper pipe back and you may find the stop cock along there somewhere.

How about turning it off at the meter, is a special tool required or do the old water keys work?

If its an apartment, which is where you are most likely to find that type of water tank, most likely there is no water meter as Irish Water had no plans to install water meters in apartment complexes.
In an apartment there has to be a stop cock as other means of shutting off the water are usually in a locked service cabinets.
