    generally before. A newel post sitting on a tile will crack it.

    has the stairs manufacturer given for the floor finish in the bottom step?

    Fit the stairs Before and tile up to the stairs.

    Reason, what happens in 5 years time when you want new tiles but the current ones are under the stairs structure?

    Lay the tile in a fashion that they can be removed at a later date should the need to be.
