At either side of the roof just below the roof rafters a partial block was taken out. I can see light on the other side now. It also alarmed me that he told me the attic light was on and knows he layout of our attic now. He is planning to convert the attic. You can't talk to this guy he is some sort of sociopath. Is there anything I can do with fire regulations or anything?

Sounds like a very nice guy, he told you the light was in on your attic?

If you’re sure he Removed a block- he was probably checking the structure etc before proceeding with the attic works - he should have explained what he was doing first though.

As regards fire regs, ask him to put back the block. A can of fire rated foam (Hilti or equal) would suffice to seal up any small gaps, rock-wool (the fire rated stuff only) is good for any gaps slightly larger
