Heating for a house built 13 years ago but never finished

Hi we have just bought a dormer house that was brought to almost 2nd fix about 12 years ago and never completed. There is underfloor heating pipes in the slab down stairs.

There is no heating in place upstairs but the original idea was for underfloor heating. He was putting a screed upstairs on joists (9x3).

The house would be to the regs 12/15 years ago so not air tight or the higher level of insulation.

We are thinking of going with oil heating and radiators upstairs. I met a rep from one of the larger boiler manufactures at a building show who said to stay away from Air pumps as the house is not well enough insulated or air tight. He sold air pumps as well as oil.

I am getting a pressure test done on the pipe work for the underfloor heating.

Any thoughts on the best solution for heating
    Thanks

Well if you've a huge amount to do, airtightness and insulation would probably be the best /cheapest options going, maybe not in the short term, but medium term yup
