My question revolves around a practical matter in experiments. What is the correct method for collecting data from a randomised design experiment?

My experiment involves lettuce plants (in small pots) with two treatments (20 plants per treatment) and associated 40 controls using three replicates (blocks)?

Real issue is how to select control data and treatment data randomly yet represent both treatments and control equally.
