Cheques refund for past housemates

    Hello,

    Hope you can help. I used to share with 3 other people, house was sold and we all moved out. The person who received the water bill's has moved to South Africa and does not seem to be interested in helping the other 3 of us get the money back as we have desperately tried to contact her about this. How can we get around this? Is there even a way to get the name changed back to the person who was originally on the bill who we are still i contact with (one of the other housemates used to deal with the water charges but she then tranferred it etc)? Is it even possible to get the lady in South Africa to send a email or letter authorising one of us to deal with getting the cheque? 

    Any help on how to fix this would be greatly appreciated
