    When would you plant them ??
    We’re in a cold enough location so spring is late every year.

    I'd plant bare root roses as soon as I got them to avoid them drying out. Make sure to pack in the ground around them to insure there are no air pockets that could allow frost damage the roots. Obviously if the ground is frozen solid you might have to wait until it is possible to dig but roses should be hardy enough to survive frost once they are planted.

    I have them stored in compost at the moment to prevent drying out.

    I’ll wait till the current ice snow has passed and plant them.

    I sorta made an impulse purchase, rambling roses.

    That sounds like it should work fine. My general policy on when to plant out is to get things in the ground when there is lots of rain forecast from the south west which is most of the time anyhow. Good luck with the roses.
