Immigration Stamp on new passport

Hi My wife recently lost her non-eu passport and got a new one, she had the stamp 4 stamp on her old passport along with her GNIB card which is still valid, now she intends to get a re-entry visa issued, will they require the stamp to be on the new passport or will they issue her the Visa on the basis of her GNIB card?…
