Parking ticket question

No ticket been issued so not trying to get out of fine.

Public road. Council haven’t finished putting up signs which will be only parking for 2 hours allowed. Council are going around cars putting notices on windows that you can get a ticket without prior notice for parking over 2 hours. Technically can they issue a ticket without a sign saying that it’s only two hours? I’ve only parked one day so not a repeat offender. Let’s say I parked again tomorrow can they issue a ticket even if signs are not up but they could say I’ve been warned already? I won’t anywhere near the place tomorrow so not an issue but if I was.

What happens if you park there and they put up sign during the day. Can they issue a ticket?

Is this Sallins. I saw a car with a ticket on Friday night at the canal and the signpost beside the ticketed car with the new parking warnings was still taped covered in a black plastic bag. I think the original signs stated 2 hour parking included Saturday which was not in the bylaw so new signs have been ordered.
