Car Port Under Main Roof

    Hi All,
    Hoping someone could guide me on this one - I have a bungalow with a car port attached to the side of the main house. This has been in place since house was built some years back. The main house attic and car port attic are separated by a gable wall, but the hip roof then covers main + car port.
    The car port also has a shed and boiler room attached to the back of it. Total space is approx 32 square meters. 
    I'm hoping to covert this car port area / shed / boiler into a room and also add an upstairs. Due to the hip roof i'm probably looking at requiring a a dormer conversion, or potentially just going hip to gable above the car port - would this need to be done both ends of the house? Am i looking a planning permission most likely? Thanks
