Lane and planning

A family member has offered me a building site on his farmland. There is no road frontage on the land and the only access is along his lane. The sight lines from the lane entrance along the road would not meet the requirements for today's planning.

Would a planning application be successful?

    Get some plans drawn up.
    Arrange a pre planning meeting.

Apparently many, if not all, of the banks are now not giving mortgages on sites that require access via rights of ways like that. They order to have direct access to a public road due to difficulties reposssessing if necessary
