can you undo the white nut top right ( after switching off water ) you may find washer has become stuck / jammed

You need a new diaphragm. The one that is in it is probably perished. Its inside the white nut as mike said

OK Thanks guys. There is no isolation valve on the cistern so it caanot be stopped from filling unless the water is stopped coming in. I am just think about what if i do not manage fix it or replace it properly and for future times. Would it be expensive to have an isolation valve or tap fitted

Also mine is side entry like https://www.woodies.ie/filling-valves-float-valves-side-entry-plastic-float-valve-336066 so i now know why i do not have the long veretical piece at the right

you just need to look for close off valve on your system thats supplying it, prob in hot press or shut all valves off if you are unsure which one, then replace faulty part - where are you located ?

Does the flow look  OK. I do not recall it being that strong before and the old one had a plastic sleeve hanging from where the flow is coming
It says do not tighten too much so i am wondering if i tightened enough
The cardboard just fell in as i was filming and i did not see it till i finished

It looks ok to me, the sleeve was prob just to silence it - so once it shuts off when it fills, I wouldn't be concerned - maybe your stopcock wasn't fully open before and now that it is you are getting more flow !
