Hard to get in Ireland, plus you need to inform your insurance company who will probably dump you, Or if you dont, then your insurance will be void if you ever ever in an accident.

Unfortunately, Ireland is not kind to modified cars.
But try east coast customs if you really want to go there.

You can't get NOS here as its a drug and this country does not like drugs, unless they cause major antisocial problems.

Try here for East Coast Customs http://lmgtfy.com/?q=East+coast+customs

Water injection is typically done on turbo engines to reduce the charge temperature. It's of no benefit on a normally aspirated engine. You "can" run an engine on methanol, but it would need different injectors, fuel pump (to handle the increased fuel flow). Also, it's not that safe as it burns with a colourless flame (you can't see the fire) and it can make you blind. Getting it is hard enough.

Octane is an 8 membered alkane that is used to set the two standard points on the octane scale (n-octane and iso-octane). In lay man's terms, it's a measure of the strength of the "bang" generated when the petrol burns.

A piece of advice, if you want more power from your Civic, go B16B or K20. If that means changing the car, change the car. It's cheaper as insurance companies hate modified cars.
