Are Storage heater effective?

    I have been using night time meter for the storage heater in our living room.
    The electricity bill for the last 2 months is a bit high for us. I am not sure if we are using it the right way and if someone can give us advice around it.
    We leave for work at 8 am and come back at 6 pm. The heater has rarely got any heat left by 8 pm.
    I am attaching picture of the knobs.

    I don't touch the input and it's on 3 always. I set output to 0 before leaving home and turn it to number 5 at 6 pm to get evening boost.

    Is this the good way? Or are we better of using day time electricity for 4 hours from 6 pm till 10 pm?
