Problem with heating zones

Hi I'm hoping someone can help me out. I have zone controll heating in my house, zone 1: down stairs zone 2 :up stairs zone 3 :hot water When I put on zone 1, zone 2 also comes on. when i put one zone 2 it works fine and the same with hot water its just when i put on zone 1 zone 2 activates, is this a big job to fix. Hi I'm hoping someone can help me out.

when i put one zone 2 it works fine and the same with hot water its just when i put on zone 1 zone 2 activates, is this a big job to fix.

Is your Zone panel made by EPH by any chance? We had issues with ours. A long story but I rang EPH and there was a known design issue and they replaced all our panels.
