biasi boiler not igniting

have a biasi boiler about 7 years and from the start been getting fault showing er 01 . seems to happen most time in really cold weather and reset does not sort the issue. it's a lottery if it works and hasn't done for last 3 or 4 days but did work this morning and running for about 5 hours til it was turned off. this evening tried to start up again with no luck, er 01 fault and not resetting. lads that installed it were useless and done as a nixer and were never able to fix or get to route cause. have since have couple different plumbers out each giving a different reason / explanation but not sure. after researching online I think the fault may be due to a frozen condensation pipe in cold weather that causes the boiler to shut off and not ignite or hold a flame. any ideas would be greatly appreciated as am reluctant to buy a new boiler in case this one is still OK.
    thanks
