Thermostat for baxi boiler

My friend had a baxi boiler. She wants to fit a thermostat so it will get to 20 degrees and then turn off and on to keep it at 20. What is a good thermostat.? I have tried turning it down until at the desired heat for her home but then it goes on and off very quickly and is noisy.
