I have an account with Coinbase and I note from their site that:

"If you are a United States resident, your Coinbase USD Wallet is covered by FDIC insurance, up to a maximum of $250,000."

I assume from this that non US residents do not have this cover.

Are there any exchanges that offer similar insurance for Fiat wallets for Irish residents ?

PS - I'm not really concerned with the contents of a wallet being stolen, more concerned with there being a sudden demand for Fiat withdrawals and there being no Fiat there to complete the requests.
