I was thinking crown could be a word too. Loke the whole english legal system but happy to park that for degree. Not sure about scale.

o i see there has been some weather in australia and the storm is named Victoria so that brings in water and wave

A 3 clue is a big one so if we went with queen. water and wave tie in better then death and capital.
