Fitting vinyl flooring?

I got some of my floors sanded and varnished last year and the ‘expert’ did a bad job, I now want to try vinyl in my small L shaped hall.
However I have had mixed opinions from providers as to if the gappy floorboards need ply or hardboard placed down first. Des Kelly said if the vinyl is thick enough it should be ok but no guarantee. Carpetright said it definitely needs ply etc. Neither of their fitters put down ply.

How difficult is it to get someone independent who could do the whole job, e.g. take off the skirting etc, put down 3 mm ply, put down the vinyl and refit the skirting?

Where would I even begin to look?
