I used to have a B6 and if the wipers stepped down one when the car stopped. It was a very nice feature that stopped them form squeeking.

i.e. if the wipers were on standard they changed to intermittent when you stopped, if you had them on intermittent they stopped when the car stopped.

They went back to the set state as soon as the car started moving.

NB they definitely didn't stop completely unless intermittent was selected.

As for the washer, it might be a fuse, blockage or failed pump.

Is the washer pump working? You'll hear it if it is. If it isn't, it's probably a fuse.

As regards the wipers, find somebody who has VAGCOM and get them to run a diagnostic...

Is it possible the bonnet is closed properly?
