Do I need a Plumber or Electrician

I've a Vokera gas boiler with a Siemens thermostat controller.

I don't understand the wiring in the controller as there is a small loop wire from the live contact to the "Call heat" contact.
This means that I only have to give power to the thermostat controller for the boiler to start.

I removed the small loop wire and was unable to get the gas boiler to start using the controller so I'm now wondering if there is an issue with the wiring of the gas boiler.

The problem is that I cannot set the timer as it's either on or off and only controlled by the switch on the wall.

So, my question, do I need a gas boiler engineer/plumber or electrician in to fix my issue?
I've a Nest Heat Link from my old apartment that I'd like to get installed.
I tried to wire it myself but would not work. I was not able to try the small loop wire as the contacts in the Nest were not big enough to fit the extra wires.
