Was the car in his name (did you see the logbook to confirm) or someone elses? Perhaps he is trying to track them down?

It's generally a bad idea to ever buy a car where the logbook is not in the name of the seller. He will need to contact the actual owner of the car and get them to request a new logbook and then send it off with your name on it. It might speed up the process to go through a toll road 3 or 4 times so the bills go to the registered owner. The other option is to go to a Commissioner for Oaths to get the car in your name...
Note: If the Vehicle Registration Book is missing, and If there is no contact with the seller, the new owner must submit a statutory Declaration Form to your local Motor Tax Office. The Declaration includes garage certified details and the sworn date of purchase can be used as the date from which the tax is to be charged, no Garda stamp is required. Statutory Declarations must be witnessed by a commissioner for Oaths, Notary Public/Practising Solicitor or Peace Commissioner. Please contact your local Motor Tax Office to request this form

Contact the manager of the dealership. Salesmen selling cars on the side for cash is generally frowned upon and manager deserves to know if he's bringing their name into disrepute.
