    Could you add silicone around them to give a bit more of a seal.

    Ive been patching them up for years, draining water out/ adding silicone/replacing bulb holders, time for a new fitting.

    Go for a LED completely sealed unit.

    You can get ones suitable for swimming pools which should be up to it.
