Adjustable wall plugs?

Doing some diy, mounting a few shelves and bit out with the drilling. Is there some plugs that have adjustment in them as shelves have just a round hole. I can elongate the hole if needs be on the shelf.

How much are you out? Drill other holes perhaps, ensuring that the ones you are not going to use are covered with the shelf supports ?
