Necessary to scratch coat before slabbing?

    I’m working in a house at the moment which is currently being first fixed. It was my belief that the interior of the exterior walls should be scratch coated prior to slabbing. It’s a normal slab(uninsulated).

    Without getting into a discussion of the rights or wrongs of this methodology all I want to know is should the walls be scratch coated prior to slabbbing.

    There is already 4x2 stud Work fixed directly onto the block. I asked builder was this correct and he said it was overkill to scratch coat first. I’ve a feeling it’s regulation.
