"Best" as always is subjective and open to debate. Depends on what kind of games you want to play, and what kind of monitor you're using.

Drop to a GTX1060 6gb if budget is firm.

If it was me that's probably what I'd go for. i5-8400 is a decent choice for an Intel build either but harder to get in under budget. i5-7600k is what I use and still a good option if you can find one cheap as it brings lower cost motherboards into play. I paid $180 for mine last summer which worked out at €160, when they were still selling for €260 in Europe at the time, and I'm very happy with it personally.
