Advice on planning change to front step - for a buggy

I have a step up to my front door, and for some family members the step is too steep to wheel up a buggy without taking the child out; I'd like to fix the step.

I think that making the step a lot deeper will do the trick, and I'd be grateful for any advice on how to plan the sizes. I'm not sure yet if I'll try to pour concrete or maybe lay paving slabs; either way I only want to do it once and I want to get the sizes right.

EDIT: The images have come out a lot smaller than expected.

Sizes in the existing step; Rise is 21cm, depth is 46cm and the another step with a rise of 17 cm to the hall floor level.
    Proposed change - 3 x 13cm rises with a depth of about 85cm.
