What’s the difference in the eyes of Dept of agri regarding farm yard manure and slurry

For instance you get 2 extra weeks to spread FYM compared to slurry

But is slurry not the a major component as FYM ?

What’s stopping a farm loading a lagoon of slurry into muck spreaders after 15 Oct and before 1nov and saying it’s FYM ?

Storage requirements for FYM are different to slurry. I would presume you would have to have designated FYM storage facilities on site etc ...
    And this ...

I presume because more of a chance of run off with slurry. FYM would stay on ground better. But my FYM is only rotted straw so no chance of it running into a watercourse.
