    What could be the cause?

After filling up it consistently takes a good 5-10 minutes for it to move across to the full mark.
The needle isn't stuck because when you switch on the ignition it goes from it's resting place to whatever level it's supposed to be at in less than a second

Sounds like the sender. What car?

    Peugeot 405

I think it also only creeps up while the ignition is on. If I fill up and leave the car parked somewhere for an hour that hour doesn't count towards the creeping time required to get it to the full mark
