As the title says, but what I want to know is, is a balance sheet enough when filing accounts?

No. Depending on the accounting standard and Company law variant adopted, you may also need:
    - Statements on the BS regarding audit exemption
    - Statement of directors responsibilities
    - Extract from the directors report
    - Accounting policies
    - Notes to the financial statements detailing share capital, certain creditors, securities granted etc

The above list is not exhaustive.
