Did you read the page you linked to?

It says "These changes are being made in line with the Roaming Regulation. As a result you do not have a right to cancel your contract."

I would always say ask comreg three won't give you an unbiased answer and there is no reason I can think of that changes to keep in line with EU roaming charge changes are anything other than contract changes.

Now all the changes are to the customers advantage however they are still contract changes in the strict sense and not agreed by the customer when they took out the contract, so hard to say hence - ask copmreg.

    Comreg says no.

Three are complying with the rate change for 2018.
Are these new rules a change to my contract that allows me to exit?

No the new roaming rules do not result in the ability to withdraw from your contract. Where service providers make changes to their roaming tariffs and usage policies in order to comply with the requirements of this Regulation mobile customers do not have a right under national to withdraw from their contracts. The legal basis is set out in Recital 30 of Regulation (EU) 2015/2120 of the European Parliament and of the Council of 25 November 2015.

Would I be right in saying this means people might be able to leave their contract early if they don't agree to the changes?

By all means tell Three that you want to stick with the older higher rates and less data. I'm sure they would love to oblige you.
