No heat Gen 1 Leaf

The 2012 Leaf is blowing cold air only. I noticed when turning on the heat to clear the windscreen yesterday and I turned the dial up to 30 degrees C, but nothing. Tried a few minutes later and again near the end of the trip.....nothing. Come to think of it, I don't recall the heating working at all since I bought the car, but then we haven't had any need to use the heating until yesterday when I wanted to clear the view.

So far, I have done some research and common problems point to

    1) The PTC heater
    2) The thermostat
    3) The DC to DC junction box

I downloaded Leaf Spy Pro and ran a DTC test. The car was powered up with the heat A/C at max temp, with medium fan speed. Car was not plugged in. I got the following:

The one that jumps out is >PB1B4 00C1 EV/HEV CAN Error EVC-279

As far as I can find, this says that there is an error signal from AV control unit via CAN communication, but I don't know what that actually means. Can anyone understand the read-out?

I had a 2011 Leaf with a dodgy heater, worked some days but mostly not.
Most of the online info was from owners who had brought their cars to main deals who couldnt fix the problem.
In a lot of cases the dealers replace parts, one by one, to try to eliminate the cause and pass the bill on to the owner having failed to fix the heating.
If i remember correctly my car would pre heat while plugged in without a problem and the heating would work OK after that.
Unfortunately I never got to fix the car so thats as much as I know.

I don't fancy leaving it into the dealer, because I know they will start with the most likely problem and by process of elimination, my bill is decided.

Update: So I checked the power consumption while running the heat at max and the climate control reading jumps by about 0.2kW......way off the ~5kW it should be consuming. So, it looks to me like the element, but then it could just be a fuse  So what fuse should I check? Don't want to go through them all.

I turned the A/C right down to 16 degrees and it definitely got colder, so it looks like that's working....not that it's much use in winter.

Check the manual, they usually have the fuse layouts
