Lost power to the house due to the storm and since the alarm has been running off the backup battery without issue. Today it decided to start the outdoor siren and I cannot stop it as the keypad doesn't seem to have power, did previously. Does the alarm and bellbox have independent backup battery's and the alarm battery has died but the siren hasnt? Is it a case of waiting for siren battery to die?

If the mains power is off and you disconnect the battery most sirens will time out after 15-20 minutes.

Yes they would both have a back up battery.
If mains is still gone disconnect the battery and mains in the control panel till the mains comes back on.
