That's not enough time. Although it's only 15 mins into the city by S-Bahn, when you factor in getting out of the airport and arriving two hours before your next flight it's not enough time. You'd want to have at least a five hour layover to do it comfortably.

I'd be booking myself into a nice airport lounge

If it's a connecting flight (bags checked through) then you have time to get the s-bahn to the city center.

I often fly there and it can take a long time to get out of the airport after you land, you need to factor that in. On the other hand though, there isn't much to do in the airport either and I wouldn't want to be stuck there for such a long time either. You wouldn't have much time in the city though, not sure it's worth the hassle.

You'd struggle in that time to be honest. Depending on where you land, sometimes it can take an age to walk through the airport, plus you may need to change terminals. Maybe just pay for the airport lounge, get a comfy chair, connect to wifi and watch a movie? Once you grab some grub too time should fly.
