Incentive bonus change of terms

My employer is currently trying to change the the terms of my incentive bonus. My contact states my salary is x amount plus incentive bonus of x amount.
In Dec 2015 my employer guaranteed 100% of the bonus as due to the implementation of a new database system they could no longer accurately measure our targets. This was until they could find an alternative bonus scheme.

Now they have come back with a proposal that due to many factors out of my control will be unachievable and result in a reduction of my take home pay.

At no point was I consulted on the proposal. I have refused to accept it and my company are coming back with a new preposal but if I don't accept they will implement the previous proposal regardless.

I raised my concerns with HR who advised that if I refuse to accept proposals that redundancy or removal of the bonus are options available to them.

    Am I right in saying........
They can't use redundancy as a threat to get me to accept new terms that are unachievable and I'm being set up to fail?
They can't make me redundant as my role is nessessary for my dept to operate so I would need to be replaced and that is constructive dismissal .

I have received the bonus in full for 19 months guaranteed so that is custom and practice?

    Any advice would be great.
