    Rural District and either City or County Borough as in the city of Waterford itself. I think. Makes sense as the addresses with CB are in Waterford City and RD are in various rural areas.

    Yes,that makes perfect sense, although strictly speaking out of date, rural districts were abolished in the 1920s. County Boroughs (cities) and UrbanDistricts survived until Hogan butchered the local government system four years ago.
