Shutter bolt on PVC door stuck

Hi Folks Seems the Shutter bolt on the bottom of my PVC back door isn't lifting when the handle is pressed down. Everything else is but not that bolt and as such, I cannot open my back door. Any ideas on how i get this bolt up ?

Hi Folks

Maybe try get a paint scraper under the door where the shot bolt is located and try push it up as you also push or pull the door open.
