The ID should be around their neck if they are not wearing their RPU or Luas Uniform.  I've never been asked for a ticket by someone out of uniform without an id

Yes they must show ID when checking and if they want to fine you they also have to provide a warrant card to prove they have the legal authority

To clarify, both CIE and Transdev inspectors are provided with a warrant card which authorises them to use their powers.

However, legally there is no requirement for them to have it on display or to produce it when asked, that is more of courtesy than anything else.

As a side I believe I've read that LUAS inspectors have been doing plain clothes checks, I'm wondering how long it will be before this is challenged in court as they can't lawfully exercise their powers or issue a penalty unless in uniform as per the Transport (Railway Infrastructure) Act 2001 (as amended).

They are indeed doing plain clothes checks. I challenged one of them on ID and he was happy to show his ID on a lanyard.
