    Would it be possible to get on to this masters Programme with a degree in philosophy and soc and pol. Are those subjects used at all in secondary?

    I can imagine the demand in those areas would be rather limited, however I'm no expert so don't take my musings as absolute gospel.
    Your subject areas could align with Civics/CSPE, Social Studies under Leaving Cert Applied, among other LCA and TY subjects, and potentially Religious Studies. But all that would depend on the specifics in relation to your degree and flexibility towards the PME.

    The best people to ask in this regard would be those who run the PME programme itself. I suggest looking at the course page and using the contact info. to get the best answer to your question.
