Contractors & Recruitment Agencies

Can someone tell me how this works re: what the recruitment agencies incentive is?

I know for full time/permanent employees they typically get a % or a finders fee.

I had heard that for contractors, the company is typically willing to pay X amount per hour/day and that it is often paid to the recruitment agency, who forward it on to the contractor. Thus, it's in the agencies best interest to get a lower rate for the contractor, meaning they retain a higher amount (X - the amount the contractor takes).

Anyone any idea if this is true or how it really works?
