    Would soundproof sheeting installed on a ceiling of a flat in a period building block out speech/music noise or would it be a waste of money?

    It would help.

    Also consider extra slab on ceiling. Have it in my gaff and it makes a huge difference to air-bourne but not really impact noise (the second layer of plasterboard was added as the previous owner had stippled the ceiling)
