Urban Pressure as a means of planning refusal

    Hi all,
    I'm sure this has been discussed before, but are there any known workarounds to Urban Pressure as a reason for planning refusal?

    We are being refused permission on an edge of town site, because I'm not from the rural area, yet the site is 4 km from my parents home . My parent's home is within the city bounds, but the county development plan wants to limit new houses to within the town area.

    There are no serviced sites in town, and this area is likely to be the next phase of expansion so rather than build out the sticks we think it's better to build near the existing services. We don't want to buy an estate house.

    The site is on the edge of the town and considered rural but has footpaths and street lighting already. It's on the cusp of being urban.

    Are there any workarounds? Would it be worth appealing to the planning board?
