    You need to push the nipple into its receiving clip attached to the headlight reflector and rotate the body 90 degrees to lock home. If you encounter force to clip the nipple into place it may be best to remove the headlight to get a better angle of attack as the reflector may need to be held in place.

    Which won't lock into place? The nipple or the rotation?

    you see it turns but cant seem to catch inside of it to lock it to turn motor

    You have to click that nipple into place first, if it's not in it won't work.

    And yes, it's a bumper off to get the headlight out to do it right and there is a sacrificial mounting bracket that nearly always breaks when the bumper is removed.

    should this go back easy or they proxy to put back in.like as a rule is suppose to be easy
