My neighbour has received a planning enforcement notice to remove a 7ft fence however they have now put their house up for sale. Can they now avoid this notice if they sell up quickly enough maybe it will not come to the attention of the new buyer. Any one got experience in this?

Send them a letter outlining that you want this sorted. Reference the enforcement letter.

Highlight to them that Any neighbouring boundary disputes must be brought to the attention of a potiential purchaser

No, once the buyers solicitor does the legal searches, the Planning Enforcement Notice will show up and should halt the sale until it is sorted.
