Green and yellow stuff under wallpaper?

    Hello,

    I'm taking down wallpaper in an 1930s house in Cork city and have come across yellow and green walls under the wallpaper. It's not mould. Although I have that too.
    It's like paint but more plastic texture.
    Sometimes the 2 colours are mixed. Sometimes the green is on half the wall and the yellow on other half or sometimes it's striped going up yellow, green, yellow..which makes me think it's not a paint. I;m guessing this should be sandblasted off before starting to replaster. I'm not drylining, just want to get rid of all wallpaper and sort out any issues before its replaster.

    My questions are what is it? and am I right to think I should get rid of it ?
