Leg length discrepancy, been refused treatment

Hello all- I am suffering the ill effects of living long term with a leg length discrepancy. My left leg is 18mm shorter than my right leg. Despite being unable to work because of the pain this condition causes me, I was refused corrective surgery by Tallaght Hospital's Adult Elective Orthopaedics unit solely because my leg length discrepancy is less than an inch or 25mm, So I fall a mere 7 mm outside their criteria for corrective surgery in Ireland...

It's been suggested I wear should try wearing a shoe with a built up outsole,, I tried this and ended up spraining my left ankle badly several times.. If you remember several years ago, teenage girls began wearing, platform trainers as they became fashionable, until hospital casualty departments became inundated with sprained ankles due to these shoes..

The thing is I have been offered loads of work, and I would love to get off disability allowance. The only thing is quite a lot of this work would entail me being on my feet for periods of time, something I find incredibly tiring and painful with my leg length discrepancy...

At this stage I feel my only option is to have this surgery done abroad. The hospital who developed leg lengthening surgery is located in Russia, and they have agreed to lengthen my left tibia 17mm for €20,000 to €30,000

As the surgery is available here in Ireland, even though I fall outside Tallaght Hospital's criteria... My question is, would I be eligible to get some funding from the treatment abroad purchase fund?

Any advice would be greatly appreciated...
